Here is my suggestion. Users can upload small files. This is usefull for the code section, because its akward pasting large amounts of code.

How about automatically getting subscribed to a topic which you reply to or post?

That option is there, just check out your user profile settings under the "User Control Panel"

I will setup a General Web Hosting section with a Section about "What does web hosting entail", It will be a tutorial of sorts.

Just a hint, make it automatic and users can change it if they don't like it. It works to get people coming back...
